The CBE Consultants team is made up of scientists and engineers who provide expert testimony in product and personal injury litigation matters, provide engineering consulting to clients, and provide support for research projects. Our consulting engineers are trained professionals with experience in applying physical and biomechanical concepts to find solutions real-world problems and to understand complex situations. They pride themselves in the quality of their work and their ability to communicate effectively with their clients.

Robert S. Cargill II, PhD, PE

Dr. Cargill is the President and Principal Engineer at CBE Consultants, Inc. As a scientific and technical consultant, Dr. Cargill is a proven problem-solver and synthesizer of diverse information. He enjoys integrating heterogeneous facts and information in service to analysis and innovation. He holds a PhD in bioengineering and professional engineering licensure. His areas of expertise are diverse and include injury biomechanics, human biology and physiology, and mechanical and biomedical engineering. His skills and interests include woodworking, metalworking, electrical and electronic systems, programming, transducer systems, and firefighting. Dr. Cargill’s objective as a consultant is to utilize his multidisciplinary expertise to assist his clients in understanding complex situations, reconstructing incidents, and evaluating biomechanical, mechanical, and biodynamic factors that affect the outcome and understanding of the incident. He achieves innovative solutions with his clients and colleagues in part due to his ability to work and communicate across boundaries between science, engineering, and practice.

William Bussone, MS, PE

Managing Engineer at CBE Consultants, Inc.


Mr. William Bussone is the Managing Engineer at CBE Consultants, Inc., and possesses experience applying biomechanics to a variety of real-world problems. A biomechanical engineer with an M.S. in Mechanical Engineering (from Virginia Tech) and a B.S. in Biomedical Engineering (from Michigan Tech), Mr. Bussone has testifying experience and more than 15 years research experience in biomechanics, accident reconstruction, and human injury / tolerance to mechanical load, especially head injury tolerance and concussion in sports. His areas of expertise include amusement rides and devices, sports and sports equipment, transportation, occupational and industrial accidents, injuries involving helmets, injuries occurring in falls, and injuries to children. Mr. Bussone has been an active member of the ASTM International F24 Committee on Amusement Rides and Devices since 2004. Mr. Bussone is a licensed professional engineer in Connecticut, Maryland, and Pennsylvania.
